Repeated and "substantiated" rumors in the FileMaker community suggest that the IOS development guidelines prohibit development of a version of FileMaker that would run on the iPad. There is a LOT of interest in the Filemaker community for such a product, and a thin client version would seem like a really really big deal.
I can't decide whether these rumors make any sense; and mostly I think they don't. If FMI built such an app certainly they would build it using XCode. A FileMaker file is NOT an app.

But does it amount to a virtual environment in which non-approved db apps could run? That might be a problem.

Bento "counts" in that its appearance is fully controlled by the application; and it has no scripting language.
But what is a "db app"? I think we can assume that this would be a FileMaker "thin client". In desktop FileMaker, you have the option to write scripts, etc but I'm assuming you would not be able to do that in FMP for iOS.
The Filemaker interface objects are ugly and antiquated but it seems like that should be easy to fix.
The FileMaker internal scripting language is very limited, it is used for manipulating Filemaker data. You certainly could not create an unapproved app, that is something that can write to parts of the OS, etc.

On the other hand, given a fifty-foot view, I guess FileMaker could be seen as presenting the same problem as Flash and "cross compilers": if Apple updates/bug fixes their operating system, then FileMaker users must wait wait wait for FMI to build a new version of their Filemaker iOS app that supports the features and fixes. Certainly FileMaker users and developers are sadly accustomed to waiting for VERY long times for FMI to introduce changes and bug fixes.
And here the rule changes behind "the FileMaker loophole" talk might make sense. It might be similar to game developers, etc. that have game engines that support games, where the games might be roughly comparable functionally to FileMaker files.

Fullscreen applications - now possible through API, not up to individual developers to hack (finally!), gesture to switch between fullscreen and desktop. Apps that support: Safari, Mail, iCal, Preview, Photo Booth, iPhoto, iMovie, iTunes.

I really need to see how all the gestures work in practice. I'm not really happy with the concept of them being vital--I have a Magic Mouse, and I find myself making accidental gestures all the time. It's a pain.
