Actually, McDonalds has at times been a good role model in this respect. As the largest single buyer of beef in N. America, they've demanded (and inspect for!) real change in slaughterhouse conditions that've made it safer for workers and produced safer beef.
That would only penalize companies for basing their business model on hardware profits. Basing on revenue (or more accurately, COGS) means that cost goes up for all. Amazon can raise prices - which are now artificially low because of the exploited workforce - to absorb it, and Apple can too, if it wants to maintain its profit margin. Ultimately if we the consumers demand better conditions for workers, then we have to be willing to pay for that.

The problem with basing it on sales is that profitless companies (like Amazon) have no room to absorb potential cost increases that will affect them, but not their competitors.
I would say instead that the responsibility to effect change is proportional to the profit generated by those who outsource work to areas where such exploitation is tolerated. Contrast the ongoing labor problems in Apple's (outsourced) manufacturing plants to its insourcing of electricity generation to ensure 100% green energy use by its data centers. It's an issue of priorities, not resources or "industry practice".

My fear is any abrupt, forced action on Apples part would lead to a chain reaction that would likely cripple both economies and result in armed unrest. Best thing they could do is to start over with their "independent observers", create a baseline of behaviors/conditions, and enact a series of small reforms through monetary incentives or possibly even intellectual property transfers. If these measures fail, then Apple will be forced to move some operations out of China, even though it will cripple them in the short run. Ultimately, I think Apple will be forced to bring these operations in-house, probably relocated to India.
